Auditor Ruby assumed office as Oakland's elected City Auditor on January 1, 2007. She is a Certified Public Accountant who began her career with Deloitte & Touche. Paige Alderete
Assistant City Auditor

Paige is a rising star within the government audit community and joins the City Auditor's Office with a solid track record of identifying waste and inefficiency in government operations and contracts. She was formerly an audit manager with the City and County of San Francisco, where she oversaw $7 million in recoveries that included $4.5 million in recuperated funds for the city. Paige managed Office Depot performance audit, which was awarded the Association of Local Government Auditor's 2009 Gold Knight Award in the large shop category. Paige has also worked in performance auditing for the City of Seattle and has served as vice president and board member for an international, philanthropic LBGT non-profit. Paige holds a Master of Public Administration from the University of Washington, Evans School of Public Affairs, and Bachelor of Arts in Political Science from Reed College.

Sharon Ball, CFE
Fraud, Waste + Abuse Prevention Program Manager

Sharon has more than 35 years of auditing, investigation and program management experience in both the public and private sector. She was formerly an auditor with the U.S. Government Accountability Office (GAO) and recently served in numerous capacities for the Department of Energy and the Lawrence Livermore National Laboratory. Sharon holds a Bachelor of Arts in Mathematics from the College of New Rochelle.

Maya Collins
Receptionist to the City Auditor

Maya serves as the principal point of contact for Auditor Ruby's scheduling and is responsible for the Office's Accounts Payable and other general adminsitration duties. Maya joined the City Auditor's Office in late 2009 and is a graduate of the University of California, Santa Barbara.

Cherry Chang
Senior Performance Auditor

Cherry is a CIA and CISA with more than 7 years of auditing experience in both public and private sectors, including 4 years with KPMG where she worked with various Federal agencies.  Formerly, she was the audit manager for a Bay area non-profit, responsible for the organization’s internal audit functions. She holds a Master in Business Administration from University of Texas, Austin and a Bachelor's degree in Management Information Systems from the University of Virginia.

Philip K. Lim 
Performance Auditor

Philip has been an auditor in the Office of the City Auditor since 2003. Before joining the City of Oakland, Philip worked at PricewaterhouseCoopers as an associate. Philip holds a Bachelor of Arts in Economics from the University of California Berkeley.

Joseph D. Macaluso, MPA
Director of Communications

Joe holds a Master of Public Administration(cum laude) from Norwich University and a Bachelor of Arts from San Diego State University with a double major in Communication and Political Science. He has more than eight years experience in the political and public relations industries and has provided executive staffing, project management, and strategic communications consulting to private companies, public agencies and political candidates/ballot measures.

Melanie Nuni
Senior Performance Auditor

Melanie holds a degree in Business Administration from the Haas School of Business at UC Berkeley and has four years of auditing experience. She joined the Office after working at PricewaterhouseCoopers. An Oakland resident for five years, she enjoys being a part of a team that is making a difference in the City of Oakland.

Tammy Willis 
Performance Audit Manager

With more than 10 years of performance audit exeperience, Tammy is a former U.S. Department of Justice, Office of the Inspector General auditor. Her work included high profile audits, such as "FBI Management over Weapons and Laptops" and "US Marshals Service Administration of the Witness Security Program". In 2001, Tammy was awarded the Inspector General's Award of Honor.  Tammy holds a Bachelor of Science from California State University, East Bay.

Raph Cooke, MBA
Master Fellow

Ralph holds a Master of Business Administration from the Johnson Graduate School of Management at Cornell University and a Bachelor of Science in Accounting from Syracuse University. Prior to joining the City Auditor’s Office, Ralph enjoyed a finance career in the private sector. Prior to attending graduate school, Ralph worked in public accounting for five yeara performing financial and government audits in the DC area. Since moving to Oakland five years ago, Ralph has been actively engaged in creating a better Oakland. He looks forward to the opportunity to serve the people of Oakland and to improve accountability, efficiency and effectiveness of city government. In his free time, Ralph enjoys volunteer activities, particularly those focused on creating positive outcomes for youth, as well as  running the East Bay Trails. Ralph is a licensed Certified Public Accountant (Inactive, State of MD).
